Can favoritism for one employee due to sexual favors be actionable by other employees?

Yes. If one employee is rewarded in the workplace (e.g. promoted, given better work assignments or larger pay raises) for cooperative sexual behavior at the expense of other non-favored employees in your workplace, it may be evidence of a hostile work environment.
