Can a manager request that na employee who is off the clock stop chatting with his friends who are working? Can the employee sue on the grounds that a manager cannot tell him what to do while off the clock?

No. On or off the clock, that person has no business disrupting another's work-in-progress. You were perfectly within your rights to tell him/her to get her/him self out of your area.
